1. I doubt it but a reputable breeder will always take a dog back - probably won't give you your money back, though - if you signed a contract, read your contract.

3. Yes there is. Do a Yahoo! search for "Puppy Lemon Laws" amd you will find many sites that give you a break down of what the law is in each state. It will be very easy to find. New York has had a puppy lemon law for quite a while.

If you purchased from a pet store they should have given you a paper about that.Article 35-D of the general business law,you have to contact the commissioner of agriculture and markets and get the form for certification that the animal is unfit for purchase.that's the info I have on it but yes there is a lemon law in NY for dogs. I believe you only have 14 days after purchase to bring the pup to the vet in order for this to legal.
